The answer: LAPD . The Los Angeles Police Department.

Both SWAT and D.A.R.E. were actually created under the same administration. That adminisitration? Chief Daryl Gates. Recognize the name? You might. Not only was Gates responsible for these programs, but he was also Chief during the Rodney King arrest and subsequent riots.
